中国农业科学院研究生院与荷兰瓦赫宁根大学合作举办博士学位教育项目2018年招生简章

中国农业科学院研究生院成立于1979年,1981年经国务院批准成为我国首批博士与硕士学位授予单位。中国农业科学院研究生教育以其分布在全国18个省(市、自治区)的42个研究所为依托,坚持“立足科研,质量为本,科教兴农”的办学理念,以“院所结合,两段式培养”为特色,经过30多年的探索和发展,现已形成包括全日制硕士、全日制博士、非全日制硕士、博士后、来华留学生、中外合作办学和港澳台研究生在内的多层次多类型的人才培养体系,为我国输送了大批优秀人才。

、项目简介

荷兰瓦赫宁根大学始建于1876年,是荷兰最早提供农业教育的学院,1918年成为荷兰学术性的国家农业大学,设有6个研究生院负责研究生的培养。近百年来,该校秉持探索大自然的潜力,提高人类生活品质的宗旨,致力于生命科学及自然资源的教育及科学研究,现有教职员工6500多人,在校生10000多人,包括来自150多个国家和地区的国际学2500多人。作为皇家荷兰科学院、欧洲大学联盟和众多国内外咨询机构的成员,瓦赫宁根大学具有完善的质量控制系统,是欧洲第一个通过欧洲信用转移系统(ECTS)的大学,并获得了荷兰佛兰德认证机构的评估,其合作伙伴遍布全球,是世界公认的国际一流教研机构。其研究范畴包括以下三个相关核心领域:食品和食品生产,生活环境与健康,生活方式与生产方式。

2018年该项目计划自主招收20名博士研究生,分别相应开展20个中荷双方合作科研项目/课题研究,欢迎优秀青年报考。

、报名须知

一)申请资格

1.中国籍公民。

2.拥护中国共产党的领导,遵纪守法,品行端正,身心健康。

3.全日制本科和硕士毕业,已获得硕士学位,年龄不超过40周岁(197891日之后出生)。

4.报考的领域与本人硕士研究生的领域相同或相近。

5.具备攻读博士学位所需的英语听、说、读、写能力,且须符合瓦赫宁根大学对博士生英语能力的入学要求

(三)报名材料

1.中国农业科学院研究生院中外合作办学博士教育项目考生报名表》。

2. 本科和硕士学历、学位证书、课程成绩单的复印件。进入预录取名单后需提供上述材料的公证件及英文翻译公证件。

3. 英语水平证明(雅思托福成绩,即有效期两年内的雅思成绩,总分不低于6.5分,口语单项成绩不低于6.0或托福成绩不低于90分,口语单项成绩不低于23)。如果学生在申请期间尚未取得英语水平证明,可以于最晚2018615号之前补交。若读硕士期间的授课语言为英语,则无需提供上述语言能力证明

4. 两名报考学科专业领域正高级职称专家推荐信

5. 硕士学位论文摘要(中英文)。

6. 主要学术成果(发表的论文、获奖证明、专利等)。

7. 应届生需提交所在学校的在读证明;在职人员提交单位同意函,保证个人能够全脱产在校学习和开展科研实践。

8. 身份证复印件。

(四)报名时间

自本简章发布之日开始报名,截止时间为2018228日(以材料收到时间为准)。请报考人按时将申请材料寄送中国农业科学院研究生院国际教育处,同时将全部申请材料电子扫描打包发送至联系人邮箱并在邮件主题中注明姓名。

、考试与录取

(一) 资格审查

研究生院国际教育处负责申请人资格审查。申请人通过资格审查后参加研究生院组织的专业综合考核。

(二)专业综合考核

专业综合时间初步安排在20183月中旬进行,具体考试时间和地点以研究生院国际教育处通知为准。考核采用面试方式,成绩应为70分以上(满分100分)。

(三)录取

中荷双方共同负责对符合条件的博士生候选人的考核和录取。基本程序分为以下三个阶段:

1. 预录取阶段:根据双方有关博士研究生入学条件和规定,评估考察申请人的学术背景、科研经验/经历,结合专业综合考核成绩,共同确定本项目的预录取名单。

2. 面试阶段:(1)预录取学生,根据中荷双方导师共同拟定和发布的科研课题(将根据项目进展需要发布),提交具体的1-2项课题研究方案(中、英文,英文不超过400字);(2)双方导师对提交的课题研究方案进行共同评估,并结合视频面试(Skype)结果推荐入围学生。

3. 确定正式录取学生名单:根据中荷双方导师共同推荐的入围学生名单,项目联合管理委员研究确定正式录取名单。

四、培养模式

中荷项目学制4年,采取2.5+1.5(即国内2.5年,国外1.5年)的培养模式和双导师制,课题研究工作主要在中国农科院有关研究所开展,由中荷双方导师共同指导。根据瓦赫宁根大学有关博士培养的规定和要求,项目学生入学12个月后,校方将对项目学生进行中期评估,并根据评估结果(Go/No Go)决定项目学生是否继续深造(评估结果为Go,则继续;评估结果为No Go,则学生须退出项目)。项目学生需在荷兰瓦赫宁根大学注册学籍。学生在国外学习时间为18个月,可分段进行,具体次数和时间由双方导师根据论文研究需要商定。在荷方学习期间进行开题、研究计划,完成并最终答辩。

五、学位授予

荷兰瓦赫宁根大学组织由双方导师参加的论文答辩。达到荷兰瓦赫宁根大学学位授予条件者,授予荷兰法律认可的瓦赫宁根大学博士学位,研究生院出具写实性学习证明。

六、费用

1. 中荷项目的合作双方对本项目博士研究生免收研究生培养费,但研究生院比照全日制国家计划博士研究生收费标准收取在国内学习期间的学费。

2. 研究生院(研究所/导师原则上发放博士生在学4年的研津贴(每月不低于3000人民币),支付赴国外学习或答辩的国际旅费(次往返机票)。

3. 荷方课题组提供项目学生赴荷签证费、有关项目学生培训和教育活动的费用(约2500欧元)、并支付荷方导师至少一次来华开展教学访问活动的相关费用。

4. 项目学生需满足荷兰移民局规定的在荷学习期间的每月最低生活标准(目前标准:每月1200欧元;作为录取的必要条件,项目学生须提供费用担保函)。

5. 学生本人自理国外大学注册费、办理出国需要的护照、材料公证认证,以及在国外期间的食宿、保险等有关费用。

General Regulation of Enrollment

PhD Education Programs between GSCAAS and Wageningen University

 

The Graduate School of Chinese Academy of Agricultural Scienceshereinafter referred to as GSCAASis one of the earliest degree conferral institutions for master’s degree and doctoral degree in China. To comply with its philosophy of open-minded education, the GSCAAS favors collaboration and mobility by exchange programs for students and lecturers, implementation of cooperative education programs, reinforcement of international scientific partnerships. This global outlook has already become practice through a series of strategic cooperation agreements. At present, GSCAAS has two collaborative PhD programs, approved by Ministry of Education of the People’s Republic of China. The applicants of these two programs shall be Chinese citizens.

1. Introduction of the Cooperative Sino-Dutch PhD Program between GSCAAS and Wageningen University.

1.1 This PhD Program in Agriculture and Life Sciences is cooperatively run by GSCAAS and Wageningen University (hereinafter referred to as WU), the Netherlands.

1.2 This program has been approved by the Chinese Ministry of Education in 2015 (No.: MOE11NL1A20151701N).

1.3 In 2018, GSCAAS and WU plan to start up to 20 projects under this program, and recruit up to 20 PhD students.

1.4 WU was established in 1918 and was the successor of the Agricultural School founded in 1876. As the pioneer of educational institution, the university has been evolving throughout the years. “To explore the potential of nature to improve the quality of life” is the mission of Wageningen University. A staff of 6,500, 1900 PhD candidates and 10,000 students from over 150 countries work everywhere around the world in the domain of healthy food and living environment for governments and the business community-at-large. The strength of WU lies in its ability to join the forces of specialized research institutes. It also lies in the combined efforts of the various fields of natural and social sciences. The scientific quality of WU is affirmed by the leading position they occupy in international rankings and citation indexes. The research domain of WU consists of three related core areas as follows: Food and Food Production; Living Environment; Health, Lifestyle and Livelihood.

2. Cooperative areas for the PhD program

Projects in this program will be in the following fields:

 Plant Sciences (including Plant Biology, Horticulture, Crop Science);

 Animal Science (including Animal Husbandry, Veterinary Medicine);

 Natural Resources and Environmental Sciences;

 Food Science;

 Nutrition & Health;

 Agro-product Quality and Food Safety;

 Agricultural Engineering Technology;

 Agricultural Economics & Management.

3. Conferral of the PhD Degree

All candidates who successfully complete this program, will be awarded a WU PhD degree. For the award of the PhD degree, a candidate must meet all requirements as described in the Doctoral Degree regulations of Wageningen University and in accordance with Dutch legislation.

4. Training and Supervision

4.1. Each individual PhD project will be carried out in a “Sandwich Model”, which means that candidates of the program will spend:

   a) Approx. 2.5 years at a CAAS institute to conduct their research

b) Approx. 1.5 years at a WU Chair Group, divided into several visits of different amount of time, upon supervisors’ approval from both the CAAS and WU-chair group. During their stays at WU, candidates will work on their research proposal and –plan, follow a set of courses and other education and training activities and complete and defend their final thesis.

4.2. Supervision of each individual PhD project will be through a “Dual-tutor System”, which means that daily supervision of each candidate will be the joint responsibility of the WU chair group and the CAAS institute. Formal supervision and final responsibility lies with the WU promoter of the candidate.

4.3. The candidates shall conduct their research at a CAAS institute.

  4.4. Each candidate is required to spend up to 18-months at a WU chair group, divided into several visits of different amount of time, upon the joint supervisors’ approval from both the CAAS and WU-chair group. During their stays at WU, candidates will work on their research proposal and –plan, follow a set of courses and other education and training activities and complete and defend their final thesis.

4.5. According to Wageningen University PhD regulations, a formal Go/No-Go decision shall be made by the supervisors, after approximately 12 months, to decide whether the candidate can continue the research project.

5. Research collaboration and identification of topics

5.1. The Wageningen-CAAS PhD programme provides an opportunity for WU Chair Groups and CAAS institutes to set up collaborative research projects, and consequently strengthen collaborations between WU and CAAS.

5.2. Identification of research topics

Academic staff at both institutions are asked to express their interest and take the initiative to set up a collaborative project under this program.

For this purpose, a “ Wageningen University - CAAS joint PhD program 2018 call for collaborative projects”, will be published on December 15th, 2017.

Deadline for submission of project highlights is February 1st, 2018

6. Selection and Admission of the PhD candidates

6.1 The selection and admission of candidates for this program is the joint responsibility of GSCAAS and WU. The procedure for selection and admission meets the administrative procedures of both GSCAAS and WU.

    6.2. The selection of candidates will be a three-step procedure:

a) Step 1 is a pre-selection, based on a joint assessment by GSCAAS and WU of the eligibility of the applicants with regard to the admission requirements and the applicant’s academic background and experience.

b) In step 2, eligible applicants are asked to react to one or two proposed collaborative project topics. These topics will all be provided by a combination of a CAAS institute and a WU Chair Group. GSCAAS will inform the eligible applicants about the list of collaborative project topics, from which each applicant can select up to 2 topics. For these topics, the applicant has to submit a draft research proposal of up to 400 words (step 2). The intended supervisors from the CAAS institute and the WU chair group will jointly select one candidate for their collaborative project.

c) Step 3 in the selection and admission procedure is the formal approval of the applicant’s admission by the joint GSCAAS-WU Steering Committee for this Cooperative Sino-Dutch PhD Program.

d) The last step is the admission to the PhD programme of Wageningen University which involves:

 Submission and evaluation of MSC and BSc degrees with transcripts;

 Submission of proof of proficiency in English (for details see http://www.wur.nl/en/Education-Programmes/PhD-Programme/English-language-requirements.htm)

7. Financial arrangements

   7.1. Fees

 As candidates are considered by GSCAAS as Full-time Doctoral Students, they will pay the relevant fees to GSCAAS in accordance with the Charge Standards released by MOE.

 WU will not charge the standard tuition fee of €1000 per month spent in Wageningen.

  7.2. Allowances

 CAAS (through institute or supervisor) will provide a basic monthly allowance to every PhD student in this program for the duration of 4 years (≥¥3000 per month), and pay for two round-trip international flights (for study and/or thesis defense). GSCAAS will assist the student to obtain an official guarantee of this allowance for each student to the corresponding WU chair group (to be used for visa application).

 The total required monthly allowance available for each candidate should meet the minimum as set by Dutch Immigration Service. (momentarily, this amount is €1200). Without an up-front guarantee that this amount is available for the number of months that the candidate will spend in the Netherlands (i.e. the total of approx. 18 months), a candidate cannot start in a project under this Program.

  7.3. Other financial matters

 The WU chair group will provide (and pay) for:

 the candidate’s visa(s)

 at least one visit to China by the WU supervisor

 € 2,500 for PhD training and education activities  

7.4. Registration, accreditation, insurance, etc. shall be arranged and covered by the students themselves.

8. How to apply

To apply for this program applicants must submit hard copies as well as scanned copies of the following documents to GSCAAS (address and contact person below):

a) A completed GSCAAS Sino-Foreign PhD Program Official Application Form

b) Certified Copies and certified English translations, of the applicant’s Master & Bachelor Diploma, degree certificates and transcripts;

c) Proof of proficiency of English language by providing a valid certificate of English Language Proficiency (IELTS 6.5, with minimum sub-score 6.0 for speaking; TOEFL internet-based 90, with minimum sub-score 20 for speaking), test results must be dated within 24 months prior to the application. In case the MSc degree was obtained with English as the language of instruction, the above mentioned language certificate is not needed. If a student does not yet possess a language certificate when applying, he/she should present such a certificate before June 15 at the latest. Without a language certificate that meets the requirements, an applicant cannot pass the second selection phase (selection by supervisors).

d) At least 2 recommendation letters from professors/associate professors.

e) An abstract of the applicant’s Master thesis (in both Chinese & English)

f) Academic achievements (papers published, certificates of awards, patents, etc.).

g) A copy of the applicant’s ID.

h) The applicant’s choice from the themes mentioned under section 2 of this announcement.
